"The Central Texas Region has experienced tremendous population growth over the last 10 years. The future roadway improvement needs of Caldwell and Bastrop counties cannot be adequately met without taking appropriate steps to analyze population growth trends and their impacts on existing transportation networks. The Capital Area Planning Council (CAPCO) was contracted by the Capital Area Metropolitan Planning Organization (CAMPO) to develop based data and analysis for the Traffic Serial Zones (TSZs) and primary network roadways in these two counties." -- introduction
