Summary

The Local Government Projects Policy Manual and this companion Local Government Project Management Guide provide guidance for local governments developing transportation projects under the oversight of the Texas Department of Transportation (TxDOT). The term "local government" (LG) includes municipalities, counties, county and regional toll authorities, regional mobility authorities (RMAs), metropolitan planning organizations (MPOs) and private entities in certain situations. These procedures address both state of Texas requirements and federal requirements administered through the Federal Highway Administration; however, they do not address public transportation, aviation or concessionaire projects.
