Summary
This report summarizes the findings of research sponsored by the Texas Department of Transportation (TxDOT) directed at identifying solutions to the problem of bleeding and flushed asphalt pavements with seal coats or surface treatments. The research focused on documenting typical manifestations of bleeding and flushing, discovering the cause(s) and underlying factors that contribute to bleeding / flushing, and identifying cost-effective treatment approaches. In addressing these challenges, the research synthesized literature and related information from sources outside TxDOT and also attempted to capture the wealth of institutional knowledge and expertise resident within the agency, both at the Division and District levels. The research challenge was to boil everything down to a manageable number of definable practices for treating (or preventing) the bleeding / flushing problem.
