Coordinating Consistency Between Statewide and Regional Planning Models

What Was the Need?
In Texas, a statewide transportation planning model is used for planning projects that will have implications on transportation across the entire state, often pertaining to major freight corridors. At the same time, metropolitan planning organizations (MPOs) throughout Texas use planning models for individual urban regions. Currently, these models are maintained and updated independently. Given the difference in scope of statewide and MPO models, inconsistencies between the two levels of modelling are inevitable. Past research has shown the importance of determining the relationships and connections between two models of different scale. It has found that superficial or intuitively obvious consistency definitions may not capture the most interactions between statewide and regional models.

What's the Solution?
This research provides insight into the current practices of statewide modelling across the USA and presents methods to not only to quantify the inconsistencies, but also to reduce them.
