Project Summary
The Federal Highway Administration’s (FHWA’s) Rural Technical Assistance Program has been expanded to include urban areas, thus establishing the Local Technical Assistance Program (LTAP). The Texas LTAP Center (TxLTAP) is funded through a contract with TxDOT. The Center is part of the Infrastructure Safety and Training Institute (ITSI), a Division of TEEX, herein referred to as the “Division”. The Center is designed to move technical information into the hands of city/county road agency personnel, and to promote their implementation of effective policies, procedures, and technology. A wide range of personnel participate in the various training venues offered by the Center, including road crews, equipment operators, road supervisors and administrators, public works directors, engineers, and elected officials such as County Precinct Commissioners. While the Center serves all levels of local government, emphasis is placed on smaller city and county agencies that have little or no technical expertise on staff. TxLTAP will collect information about user needs, and tailors the delivery of technical information accordingly. Delivery is through telephone communications, e-mail exchanges, training classes, “on-site" technical assistance visits, presentations at conferences of local officials, and operation of exhibitors’ booths at conferences. These efforts are amplified through distribution of the Lone Star Roads newsletter, technical brochures, and videos.
